You can create a starburst filter effect in photoshop with a few Layers, the Motion Blur Filter and Blend Modes which can be done in any version of photoshop. It should work with most images.
I will be using this free stock image. You will find it here
It belongs to ~LetzteSchatten-stock
Step 1 : There is only the Background image in the Layers palette.
Step 2 : Press CTRL+J twice. The Background image is duplicated into Layer1 and Layer 1 copy.
Step 3 : Go to Filter>Blur>Motion Blur.
Step 4 : The Motion Blur dialogue box opens. Set the Angle at 45 and Distance to the maximum. Click OK.
Step5 : Click on Layer 1.
Step 6 : Go to Filters>Blur>Motion Blur. In the Motion Blur dialogue box set the Angle at -45 and the Distance unchanged at maximum. Click OK.
Step 7 : Click on Layer 1 copy.
Step 8 : Change the Blend Mode to Screen.

Step 9 : Click off the eye icon on Background layer.
Step 10 : Go to Layers>Merge Down.
Step 11 : Turn on the eye icon in the Background layer without clicking on it.
Step 12 : Click the Add Layer Mask button. A Layer Mask forms next to the layer thumbnail on Layer.
The Foreground/Background Colors should be set to Black/White. If it is not, press x and then d on the keyboard.
Step 13 : Click the Brush Tool or just press b on the keyboard.
Step 14 : In the top click to reveal the Brush Tool controls. Set the Hardness at 0. You can also decrease the Hardness by pressing SHIFT+[ (left bracket) and SHIFT+] (right bracket) to make it hard. To make a brush small press [(left bracket) and to make it larger ] (right bracket). We will be using a soft brush.
Step 15 : With a fairly large brush reveal only those portions you want.
If you accidentally reveal a portion that you do not wish to reveal, press x on the keyboard to change the Foreground Color to White and paint away the mistake.
